More Eyes In The Sky Above U.S.-Canada Border
<> More aircraft will be patrolling the border between the
Northeastern U.S. and Canada, now that a new Air and Marine
Operations (AMO <http://www.ice.gov/graphics/amo/>) Center has
opened in Plattsburgh, N.Y., on the site of a former Air Force base.
(All of North America can now sleep a little easier.) The center is
the second of five new branches planned for the northern border. The
first, located in Bellingham, Wash., opened in August. The other
three are tentatively planned for Michigan, North Dakota and
Montana. Charles Stallworth, director of Air and Marine operations,
told the Associated Press the five bases will enable agents to
respond anywhere along the 4,000-mile border within an hour. Two
prop planes, two helicopters and 40 people will be based at the new
facility, the Associated Press said. High-speed boats from the base
will patrol Lake Champlain. Agents are on the watch for illegal
aliens and drug smugglers as well as terrorist activity. The AMO
also operates a training branch in Oklahoma City
and an operations center in California. It has over 1,000 employees
and a fleet of 134 aircraft and 72 vessels.

Mirabel airport taxiing for final takeoff
By BERTRAND MAROTTE - Globe & Mail
Tuesday, October 12, 2004 - Page B5
MONTREAL -- On Oct. 31, the last passenger flight is scheduled to take off
from Mirabel International Airport, marking the end for a monument to
grandiose, unfulfilled dreams.
Opened with great fanfare in 1975 as the airport of the 21st century -- in
the bright afterglow of Expo 67, with the Olympic Games around the corner
and in a spirit of unbridled optimism for Montreal's economic future --
Mirabel will go out with barely a whimper.
Even before its unveiling, concerns were raised as to Mirabel's ability to
live up to its billing as the "gateway" to air travel in Canada.
The sleek, black-glass passenger terminal -- about 50 kilometres northwest
of Montreal -- has for years been a cavernous, near-empty space, with only
modest charter passenger and cargo traffic.
The foreign media have characterized it as "one of the great white
elephants of aeronautics history."
There was to be capacity for up to 50 million passengers a year; at its
peak Mirabel had only 2.8 million.
"It was doomed to fail almost from the get-go," says James Cherry, head of
Aéroports de Montréal (ADM), the non-profit authority that runs Mirabel and
Pierre Elliot Trudeau International Airport on the West Island of Montreal.
"It had a couple of strikes against it right from the beginning," he said,
namely the decision to split flights between Mirabel and Trudeau (then
known as Dorval), and the failure to build the necessary road and rail
links from remote Mirabel to Montreal.
Jacques Roy, professor of transport management at HEC Montréal business
school, says a set of assumptions made by planners in the heady 1960s never
came close to panning out. "There were forecasts based on 1960s economic
optimism" and on the airline fundamentals of the day, he said. Those
factors included noisy, environmentally unfriendly jets better suited to
remote runways away from urban centres, as well as planes coming from
Europe that didn't have the range to fly directly into places such as Toronto.
Jets became quieter, cleaner and capable of longer ranges -- thus able to
bypass Mirabel altogether. And there was big lobbying by Montreal's
business community, as well as some residents, to keep Dorval -- a
20-minutes car ride from downtown Montreal -- open to domestic traffic, Mr.
Roy said.
Meanwhile, 1976 brought not only the Olympics but the election of the
separatist Parti Québécois, which dealt a blow to the province's economic
fortunes, and prompted an exodus of residents and corporate head offices.
Rival Toronto continued to steal Montreal's thunder, with its airport
reaping benefits and thriving.
Montreal has bounced back economically over the past few years, but in a
modest fashion that belies the grand dreams of 30 years ago.
There is another bitter legacy: the expropriation of more than 36,000
hectares of prime agricultural land from 3,000 property owners to make way
for Mirabel, at huge expense and amid allegations of political patronage
and corruption.
ADM is entertaining a series of proposals from a handful of bidders for
alternate uses of the modernist passenger terminal. Some of the ideas being
talked about include a casino, manufacturing space, a
shopping/entertainment complex and a training centre.

. Remember when.
Forty years ago we made a royal flight. On Oct. 13, 1964, Queen Elizabeth
II was flown from Ottawa to London, England in an Air Canada DC-8 using the
company’s new markings for the first time (on Jan. 1/65, Trans-Canada
officially changed to Air Canada).
(The flight left and arrived exactly on time. It was not generally known, but a
second DC8 was fully fueled and provisioned and standing by and waiting in a
nearby hanger in case, on start up, one of the several hundred instruments
failed. The standby aircraft was in the original Trans-Canada Air Lines colours
as there was no time to repaint it. eds)

CONCORDE GROUP PRESSES ON
By now, maintenance on Concorde involves a thorough dusting, but a dogged group
of British aviation buffs is hoping to hear the roar of those big engines
again. Fueled by a 20,000-name petition, Save Concorde Group (SCG) is hoping to
convince the British government to join the campaign. The petition will be
presented at Prime Minister Tony Blair's official residence at 10 Downing
Street on Oct. 22. "The public's fascination with Concorde is as strong as
ever," said an SCG news release.

This might be a lifesaver if we can remember the three questions!
Is It a Stroke?
Sometimes symptoms of a stroke are difficult to identify.Unfortunately, the lack
of awareness spells disaster. The stroke victim may suffer brain damage when
people nearby fail to recognize the symptoms of a stroke.
Now doctors say a bystander can recognize a stroke by asking three simple
questions:
*Ask the individual to smile.
*Ask him or her to raise both arms.
*Ask the person to speak a simple sentence.
If he or she has trouble with any of these tasks, call 9-1-1 immediately and
describe the symptoms to the dispatcher.
After discovering that a group of non-medical volunteers could identify facial
weakness, arm weakness and speech problems, researchers urged the general
public to learn the three questions. They presented their conclusions at the
American Stroke Association's annual meeting last February.
Widespread use of this test could result in prompt diagnosis and treatment of

It was not generally known, but a
second DC8 was fully fueled and provisioned and standing by and waiting in a
nearby hanger in case, on start up, one of the several hundred instruments
failed. The standby aircraft was in the original Trans-Canada Air Lines colours
as there was no time to repaint it. eds)

. Nice to know.
One of our retirees sends this information -
Just recently travelled from YUL to YYZ on Rapidair connecting to back to
LA utilizing kiosk & express baggage check-in. We were not informed by the
baggage check-in agent that non-revs without seats, should be checking in
at one particular gate for Rapidair . Therefore, at the departure gate,
after all passengers were boarded & 10mins prior to flight take off, the
gate agent asked if we were on the flight. Advised my partner & I were
non-rev. He then advised we were supposed to check-in at another Gate. The
other gate agent said ..."don't worry the flight is full anyway". Thought
we'd give it a try & ran back 3 gates, were issued boarding passes & made
the flight seconds before closure. Readers might like to know that it is
important that they question which gate standbys should be reporting to if
they don't hold a confirmed seat. (think it is Gate 2). Thnx

cent more revenue passenger miles in September 2004 then in September 2003.
Overall capacity increased by 1.5 per cent, resulting in a load factor of
79.2 per cent, compared to 73.4 per cent last September (an increase of 5.8
percentage points). In the domestic market, capacity decreased by 10.3 per
cent while traffic increased 0.5 per cent resulting in a domestic load
factor of 79.3 per cent – an 8.6 percentage point increase year over year.
“In September, ongoing disciplined capacity management and the growing
popularity of Air Canada’s Web fares resulted in a sixth consecutive month
of record load factors,” said Rob Peterson, Executive Vice President and
Chief Financial Officer.

Thnx

Robert Milton speaks to CTV and CBC October 1st. You may want to tune into
CTV’s Canada AM at 6:15 a.m. (EST) and again at 6:45, or CBC’s Newsworld at
7:20 a.m. to watch Robert's interviews about Air Canada’s future. Robert's
Canada AM interview will also run through out the day on CTV Newsnet.
Subject: [president_message] President's message
Hello, it’s Thursday September 30 and a terrific day for all of us at
Air Canada.
Today we have exited from CCAA -- and after eighteen long months we’re
now well positioned for success.
The CCAA process allowed us to do many things that we couldn’t have done
otherwise. We’re now on a firm financial footing. Our balance sheet is
strong with debt down from $13 billion to $5 billion. With your
contribution and that of our aircraft lessors and suppliers, our annual
operating costs have been reduced by $2 billion. We’ve implemented new
ways to offer our customers automation, simplicity and value. We’ve
launched new routes and ordered new regional aircraft to optimize our
domestic and transborder flying. And we’ve implemented rigorous
discipline on improving key customer services.
Even in the face of record fuel prices and heavy loads, these changes
are already proving their value. We’ve had five straight months of
record load factors. We’re seeing steadily increasing web bookings under
our simplified, value-based fare structure and on-time performance is
improving system wide.
In short, we’ve challenged what had always been and we’ve embraced what
needed to change. We’ve re-invented ourselves and as difficult as it
was, it was worth it and it’s already yielding encouraging results.
There’re plans underway to mark these achievements and to highlight key
elements of our business plan. I invite you and members of your
immediate family to join me at events in Montreal and Toronto on October
19th and in Vancouver on October 20th, when we’ll highlight how we’re
going to re-invest in the airline and thereby in your future as a member
of the Air Canada family.
There’s no doubt that there will continue to be challenges and factors
beyond our control. We’ll need to continue to think innovatively,
differently and progressively in what is guaranteed to remain a rapidly
evolving and highly competitive environment. More than ever, I need you
to vigilantly control costs, give our customers your best and always,
always operate with the highest of safety standards.
We’ve worked long and hard for this day, so take a moment to reflect on
not only all that we’ve accomplished together, but also on the promising
future that lies ahead.

Helicopter pilots have discovered all kinds of useful, and profitable,
niches for their flying machines, but New Zealand farmers may be
popularizing a new use for the big eggbeaters -- they can help keep their
precious grape vines warm at night. Many of the vineyards on the South
Island are tucked into valleys and slopes where a gentle airflow prevents
frost from forming. But on the plains of Marlborough, according to The
Nelson Mail, late winter can bring overnight inversions that trap cold air
near the surface and ruin the delicate vines with frost. The solution --
hire a helicopter or two to beat about all night long and mix up that
atmosphere. Apparently, if a vineyard has $120,000 worth of grapes at risk,
paying $4,000 or so for a night of wind-whacking makes sense.

Insurance Claim, A Bunch Of Bull
A couple of British pilots have a load of bull to give their insurance
carrier and they're not fooling around. Tony Cooper and Lisa Kingscott's
vintage Auster J1N airplane suffered about $18,000 in damage earlier this
month when some young bulls developed a taste for the fabric covering. The
bullocks ate a large section of the 1946 aircraft's fuselage. "I was
speechless. I've never seen anything like it," Kingscott told the Daily
Mail. Kingscott and Cooper, who own the plane with three others, have
always landed in the same field on their frequent visits to Herfordshire
(where else?) to see friends. Maybe not anymore. They didn't pay any
attention to the bulls on the latest visit and went off to have lunch.
Instead of flying home, they had to dismantle the aircraft and take it away
on a trailer. A farm group spokesman told the Daily Mail he's not surprised
by the incident. "Cattle are very inquisitive and would certainly have gone
to the plane and sniffed it, then licked it," said Ian Johnson, spokesman
for the National Farmers' Union. "Clearly there was something in the
construction that appealed to their taste buds."

"nonessentials" from 737-800s currently on order--including seats that
recline, window shades, headrests and seat pockets--nevertheless intends to
offer its customers inflight entertainment.
