Semi-Annual Meeting - Pionairs USA held on May 18th in Toronto.
Chaired by Ian McMurray, Director USA, attendend by 34 Pionairs and
guests.
The rule that a member of the Board of Directors of the National
Pionairs has to be a resident of Canada was challenged, and the Board
promised to consider the matter.
Doug Lovat, Director Pensions & Employees Benefits (Air Canada)
provided information regarding the Retiree Health Care Plan for all
US retirees, and made mention of the new Pionairs web site at
http://www.acra.ca/pionairs
Olie Moore - President National Pionairs
gave information regarding the new Air Canada Pionairs Travel Guide,
the Pionairs web site and invited all retirees to join the mailing
list for this NetLetter, and provided information of the arrangement

. Final part of the story from Bill Norberg -
Without doubt the most valuable use of the cockpit voice and flight data
recorder system was in the case of the DC-8 incident in Toronto in July
1970. That was an event that will forever be in my memory. The loss of an
aircraft in airline operation is the most soul destroying event an airline
can ever go through. It strikes at the very heart and core of the airline's
responsibility to its travelling public and to its corporate management
and personnel. It is the ultimate failure of our system of operating.
This incident ocurred about 6 months after I was appointed Vice President
of maintenance. I was to learn the grim news that we had lost an aircraft
in regular operation in the form of a telephone call from Maintenence
Central about 8:20 AM on Sunday morning July 5th 1970. The Maintenence
coordinator said that a DC-8 had crashed near Toronto. When I asked for more
details he said..."It fell out of the sky". I said aircraft just don't fall
out of the sky". He then said..."This one did". I was just about sick at
this point but quickly got dressed and headed out to Maintenence Central
where our technical people gather under such circumstances.
We were to learn the sad news that a number of our colleagues were among
the passengers who lost their lives. We quickly established the serial number
and identification of the data recorder on board and transmitted the
information to the team at the incident site so they could locate the unit
as quickly as possible. To make a long story short, we located the unit
about 5 PM that day and had it in the Instrument shop at Dorval by 11 PM
that evening for disassembly and recovery of the magnetic tape. While the
unit was slightly damaged,the tape was intact.
A crowd of people began to gather in the shop.

Predictions of overwhelming approval of a strike vote came to pass last
week, as the 2200 members of the Canadian Air Traffic Controllers

Once we began to get some hands on experience with this type of system we
realized that we would have to use a digital based system of data recording
rather than the Royston analog approach if we were to obtain accurate and
meaningful maintenance data. Few airlines were doing any work in this area
but TWA did have a similar project underway with Royston and we were in
close touch with them all the way. They also had concluded that digital was
the way to go. The RAF in the UK were also interested in this process and
had some Royston units being tested.
These systems were expensive to purchase and install and any decision to
proceed was under a significant financial headwind. There was no Government
mandatory requirement at that time other than the 5 parameter recorder. It
was not until the regrettable incident in St. Therese in the fall of 1963
that a decision was made to prepare a fleet wide installation program. It
was now realized that we just had to have a better and quicker way of
investigating the loss of an aircraft. This decision was made knowing
full well there was no digital systems available on the market or even in
the near future.
This system was considered a management system and it fell under my area
of responsibility. Ray Farren was the engineer to handle the design work.
He was a dedicated believer in the value of such a system and had been a
hard worker in trying to convince management of its value. Pierre Jeanniot
was working for me at the time and we devoted our time and energies toward
the approval and installation of this system. We however believed more
strongly than ever that we needed a digital system and were reluctant to
spend all that money and end up with an analog system. There were however no
alternatives available at the time and delay was out of the question.
Jim Bain was very anxious to proceed and was not pleased at our strong
belief in a digital system. While he was very anxious to proceed he
recognized the point we were making. To resolve the issue he said that
I along with Ray Farren and Jeanniot should proceed to the Uk to meet with
Ken Dobson and to evaluate their current design. He said that if we came
back and stated the new Royston system could absolutely not do a reasonable
job then he would cancel the program.
He had us on the spot. We were as desperate as he to proceed as we knew
very well the value of even an analog system to incident analysis and even
some maintenance evaluation. We also knew the limitations of the analog
approach. We spent 3 tough days at the Royston plant in Surrey England and
after a detailed review decided to proceed. We agreed there was more to be
gained by proceeding than to hold off for a new generation of equipment as
there was no schedule as to when it might be available.
The need for such systems was being recognized by the industry and
Governments. There was quite a bit of lobbying from a Canadian firm named
Leigh Instruments. The issue of protection and containment of the tape
recording unit was vital to the success of any system. Royston had
developed a high tensile metal containment device that would resist every
possible form of potential damage from spearing, high G's, high
temperatures, water etc. There was one tape survival system proposed by a
Canadian company called the tumbling airfoil. It contained the recording
device and was designed to be explosively ejected from the aircraft upon
impact and then tumble to earth some distance from the aircraft like a
maple seed pod. We did not favor this approach.
It was a struggle to get the fleet equipped and to keep them all operating
in the early stages, but we made it. A cockpit voice recorder was
incorporated along with the flight data recorder. Regrettable it was not
too long before this system was called upon to investigate the loss of a
DC-8 aircraft during a training flight at Ottawa in May 1967. It proved to be
invaluable in determiniung the exact sequence of events leading up to the

(Jack Morath was my supervisor until his retirement), attended trainers
course, and became baggage tracing services trainer for European region,
then appointed Baggage Services Co-Ordinator, which I remained until taking
early retirement June 1997.

. Bill Norberg is at it again - here is another story for us -
I am going to tell a story about the development and application of flight
data and cockpit voice recordings in TCA/AC.
It is in three parts:-
Part A
Trans-Canada Airlines and later Air Canada were always on the leading edge
of technology as far as aircraft systems were concerned. They were amongst
the first major airlines in the world that saw the potential and need for
Flight data recorders that could provide accurate and meaningful information
related to the operation and maintenance of commercial aircraft.
Even in the days of our first Lockheeds in 1938 we were using a form of
flight data recorder on every flight. We were using a recording device made
by Askania of Germany that recorded aircraft flight altitude profiles
throughout the flight as well as noting when certain aircraft functions were
being utilized such as de-icing equipment. The data was recorded on a paper
chart that was changed for each flight. Ink was provided by well type pens
that would last for about 5 to 6 hours. The recorder drum was driven by a
clockwork mechanism and the unit was connected to the aircraft static system.
As the equipment came from Germany, spare parts became unavailable due to
the war so if any parts were needed they had to be manufactured locally.
I can't remember how many pen nibs I made for these units until we stopped
using them. As I remember it we only owned 10 of these units so as the fleet
grew we were unable to equip each flight and eventially the practice had
to cease.
The next phase of flight data recording was a real time system for the
North Star aircraft whereby an Ignition Analyzer system was installed on
each aircraft. The state of the ignition system could be analyzed in flight
to determine any problems. The ignition system wave forms were displayed on
a Cathode Ray tube. The ignition system on the Merlins had always been a
problem and this was an attempt to improve trouble shooting and
rectification action.
Our next entry into the world of flight data recorders was around the early
60's shortly after the DC-8's were placed in service. As we were entering
the unknown world of commercial jet powered aircraft Jim Bain felt we needed
to know as much as possible about the operating condiitions of these
new engines. The maintenance costs of these new engines were high and he felt
we had to keep on top of them in every way possible.
He set about > getting some investigatory work underway.
The standard flight data recorders provided with these new jet aircraft was
what was called a "scratch foil" recorder that recorded the basic 5 flight
parameters. This was a rather crude device by today's standards that recorded
the data using a stylus that left dots on a piece of aluminium foil. Reading
the data after a flight was a slow and not a terribly accurate process. It
was however much better than nothing. It of course was incapable of providing
any useful maintenance data.
We realized that we had to have a much more sophisticated system if we were
going to be able to use flight data recorders for any useful maintenence
purposes. There were few if any manufacturers making such equipment at that
point but there was one company in England that was developing such equipment.
The company was Royston Instrumemts of Oyster Lane, Byfleet, Surrey
England. The Managing Director and a strong believer in his product was a man
named Ken Dobson. He may not always have been right but he was seldom ever in
doubt about his equipment. They were using an analog system which had the
potential to achieve the goals we had in mind.
We arranged to obtain a set for installation on a DC-8 for type trial
purposes. We had 118 parameters selected that would be recorded on magnetic
tape which could then be analysed using a read back system and an X Y
plotter.

Geographic magazines - here is the latest update -
Case history: Bridge-To-Asia project http://www.bridge.org/ and
requests for National Geographics.
I have just sent over 355 issues covering Jan 1968 to Dec 1996 and an
Index to the Bridge-To-Asia group in San Fransico with the help of the Air
Canada Cargo passes (80% ID up to 50 kgs, costing a max of $9.50 from YVR)
and Mac Francis in Walnut Creek, CA.
I made up nine small boxed-packages of about 35-45 issues each (an issue
weighs about 0.34kg); taped and addressed to Mac for forwarding to Pier 23
in San Fransico. The the shipment went AC Air Cargo at YVR and it was
efficiently sent on its way. I emailed Mac the AWB numbers and he picked up
the shipment three days later at SFO, cleared US Customs and delivered them
to the warehouse at the dock without a problem.

. YYZ NEWS ---
Transaero made its first ever appearance at Toronto on July 3rd with
the arrival of DC-10-30 N141AA non-stop from Krasnoyarsk in Siberia over
the north pole! This is a first for navigation directly over the north
pole to Toronto cutting many hours off traditional routings via the
north Pacific, or via the north Atlantic.
Voyageur Airways has been contracted by Air Canada to provide a new
third-level commuter service based at YYZ effective this fall.
The airline is going to acquire 10 new Beechcraft 1900D aircraft.
The old ex-TCA Super Connie that was in front of the Regal Constellation
Hotel has been dismantled and moved up to the north end of YYZ. It is being
re-assembled and put on display at Derry Rd., just west of Torbram Rd.
This is just by the main entrance to the Skyport area off Derry Road.
Air Canada put it's final A319 into service July 1st. FIN284 has joined
the fleet and completes the order for 35 aircraft!
Next new delivery will be another A340 in October.

My airline history as I remember it.
Total career involved with financial planning, reporting and controls.
Joined TCA in Winnipeg seven years after Pearl Harbour - December 7, 1948.
TCA headquarters was located in a hangar annex at Stevenson airfield in
Winnipeg. In October 1949 all HQ offices were moved to the International
Aviation Building at the corner of University and Dorchester in Montreal.
In 1953 I transferred to the Maintenance & Overhaul branch - Dorval Airport
in a hangar annex across the street from the Trans At terminal.
In 1966 transferred to the Operations branch in Place Ville Marie. In 1970
I transferred to the Eastern Region offices at Alexis Nihon Plaza across the
street from the Montreal Forum. From 1970 to 1978 the Eastern Region office
appeared to be the training ground for Vice Presidents. We had four different
men in eight years. In 1978 I moved to the Finance branch in Place Ville
Marie.
Retired January 1, 1985 when Air Canada offices were located in Place Air
Canada on Dorchester.

Zebulon Lewis Leigh was the first pilot employed by Trans-Canada Air Lines
on Aug 20th 1937 at age 31 years. Leigh was assigned, as TCA representative
to a team from the Department of Transport charged with establishing radio
range locations.
Travel was mostly by car, but where necessary, the DOT Lockheed 12 CF-CCT
was used. On Aug 28th 1937 it was necessary to use the aircraft to check a
proposed location at Oliver, B.C. As Leigh was on-board, this means that
the 30 minute flight constituted the first flight ever made by a TCA pilot.
A few days later, Sept 1st, TCA took over the YVR-SEA route from Canadian
Airways and operated the first flight by an aircraft owned by TCA. Piloted
by E.P.H.Wells and F.M.McGregor in a Lockheed Electra CF-AZY - this being
the second flight by TCA pilots.
Among the first pilots to join TCA were Walter Fowler, Ron George,
Bruce Middleton, David Glen, Lindy Rood, Jock Barclay, Howard Sandgathe,
Marlow Kennedy, Herb Seagrim, George Lothian and Art Rankin.
The first forced landing for TCA was Jan 26th 1940 when Lockheed 14A
CF-TCI damaged its landing gear and flaps during a heavy landing in fog
at Vancouver.
The first aircraft fatality for TCA was CF-TCL on November 17th 1938,
a Lockheed 14A crashed at Regina piloted by Dave Imrie and Jack Herald,
there were no passengers on-board.
On April 1st 1938 TCA flights went into operation with paying passengers
and airmail. Flights left from Vancouver and Montreal for Winnipeg. On the
2nd, flights left from Winnipeg for Vancouver piloted by Z.L.Leigh and
Gil McLaren with Margaret Wilson as stewardess.
In mid 1938, pilots from TCA formed the first Canadian Airline Pilots
Association, with Jock Barclay as its first President and Z.L.Leigh
as Vice President.
Z.L.Leigh's brother was Dick Leigh who worked for TCA and was on loan
to the B.O.A.C. section of the Royal Air Force ferry command as Chief
Inspector from 1940 - 1945, when he returned to TCA as Superintendent
of Overhaul at Dorval, Quebec.

The British Columbia Aviation Museum at Victoria International airport
is holding its annual hangar dance on the 18 July starting at 8pm at the
museum. The cost is $15:00 per person and all tickets must be purchased
prior to the event at the museum or at Contrails Book store in Victoria.
Music is by the Swiftsure Big Band, an 18 piece band. All the music will be
from the war years 1939 to 1946. The big band era. Cash bar service is
available along with hot and cold hors d'oeuvres throughout the evening.
If anyone doesn't dance but likes this type of music they are welcome to
just sit and listen, some did that last year and had a great evening.

CRANDALL'S STILL MAKING WAVES
Bob Crandall, the larger than life chairman and chief executive of American
Airlines, was the heart and soul of the airline industry - terrifying and
delighting people in his wake for 20 years.
When the tycoon retired five weeks ago, staff thought he would gracefully
step out of the limelight.
He had even planned to come to England with his wife, pick up his yacht, and
sail to the Caribbean for a getaway break.
But it was not to be, Crandall has turned the retirement trip into a round
the world expedition and has created a website illustrated with a picture of
himself and his wife on board.
Crandall's former staff can follow his every move on the site which details
the peaks and troughs of a life on the ocean waves.

In 1953 I transferred to the Maintenance & Overhaul branch - Dorval Airport
in a hangar annex across the street from the Trans At terminal.
In 1966 transferred to the Operations branch in Place Ville Marie. In 1970
I transferred to the Eastern Region offices at Alexis Nihon Plaza across the
street from the Montreal Forum. From 1970 to 1978 the Eastern Region office
appeared to be the training ground for Vice Presidents. We had four different
men in eight years. In 1978 I moved to the Finance branch in Place Ville
Marie.
Retired January 1, 1985 when Air Canada offices were located in Place Air
Canada on Dorchester.

. More tales from way back -
Zebulon Lewis Leigh was the first pilot employed by Trans-Canada Air Lines
on Aug 20th 1937 at age 31 years. Leigh was assigned, as TCA representative
to a team from the Department of Transport charged with establishing radio
range locations.
Travel was mostly by car, but where necessary, the DOT Lockheed 12 CF-CCT
was used. On Aug 28th 1937 it was necessary to use the aircraft to check a
proposed location at Oliver, B.C. As Leigh was on-board, this means that
the 30 minute flight constituted the first flight ever made by a TCA pilot.
A few days later, Sept 1st, TCA took over the YVR-SEA route from Canadian
Airways and operated the first flight by an aircraft owned by TCA. Piloted
by E.P.H.Wells and F.M.McGregor in a Lockheed Electra CF-AZY - this being
the second flight by TCA pilots.
Among the first pilots to join TCA were Walter Fowler, Ron George,
Bruce Middleton, David Glen, Lindy Rood, Jock Barclay, Howard Sandgathe,
Marlow Kennedy, Herb Seagrim, George Lothian and Art Rankin.
The first forced landing for TCA was Jan 26th 1940 when Lockheed 14A
CF-TCI damaged its landing gear and flaps during a heavy landing in fog
at Vancouver.
The first aircraft fatality for TCA was CF-TCL on November 17th 1938,
a Lockheed 14A crashed at Regina piloted by Dave Imrie and Jack Herald,
there were no passengers on-board.
On April 1st 1938 TCA flights went into operation with paying passengers
and airmail. Flights left from Vancouver and Montreal for Winnipeg. On the
2nd, flights left from Winnipeg for Vancouver piloted by Z.L.Leigh and
Gil McLaren with Margaret Wilson as stewardess.
In mid 1938, pilots from TCA formed the first Canadian Airline Pilots
Association, with Jock Barclay as its first President and Z.L.Leigh
as Vice President.
Z.L.Leigh's brother was Dick Leigh who worked for TCA and was on loan
to the B.O.A.C. section of the Royal Air Force ferry command as Chief
Inspector from 1940 - 1945, when he returned to TCA as Superintendent
of Overhaul at Dorval, Quebec.

The British Columbia Aviation Museum at Victoria International airport
is holding its annual hangar dance on the 18 July starting at 8pm at the
museum. The cost is $15:00 per person and all tickets must be purchased
prior to the event at the museum or at Contrails Book store in Victoria.
Music is by the Swiftsure Big Band, an 18 piece band. All the music will be
from the war years 1939 to 1946. The big band era. Cash bar service is
available along with hot and cold hors d'oeuvres throughout the evening.
If anyone doesn't dance but likes this type of music they are welcome to
just sit and listen, some did that last year and had a great evening.

CRANDALL'S STILL MAKING WAVES
Bob Crandall, the larger than life chairman and chief executive of American
Airlines, was the heart and soul of the airline industry - terrifying and
delighting people in his wake for 20 years.
When the tycoon retired five weeks ago, staff thought he would gracefully
step out of the limelight.
He had even planned to come to England with his wife, pick up his yacht, and
sail to the Caribbean for a getaway break.
But it was not to be, Crandall has turned the retirement trip into a round
the world expedition and has created a website illustrated with a picture of
himself and his wife on board.
Crandall's former staff can follow his every move on the site which details
the peaks and troughs of a life on the ocean waves.
I guess and alternative heading to the story could be,
"Just when you thought if was safe to go back in the water"

. Gordon Froede has sent us an updated bio -
I joined TCA as a psgr. agt. at Toronto Malton Airport in 1956.
In 1959 I transferred to Montreal HQ and worked during the following ten
years in Advertising, Passenger Sales. Dept., Tour Sales Planning, Agency &
Interline Sales, and Marketing. The McKinsey Boys abolished my job of
Manager, International Passenger Sales, in 1969 and I got a job in
Los Angeles as AC's Manager, Passenger Sales & Service, US Region.
In 1972 I became Gen.Mgr. Western U.S., then was moved to NYC as
AC's Regional Psgr. Sales & Service Director for USA, Caribbean &
Latin America. At my request, I was allowed to leave NYC three years later
to become Gen. Mgr. Central USA in CHI. When AC decided to manage the US by
remote control from YUL and abolished the GM jobs, I accepted a trunk full
of greenbacks and retired at age 54.
On my return to LAX, I worked as Area Mgr. for enRoute card for a while,
then joined the City of Los Angeles Dept. of Airports and worked as a
controller at LAX for six years, only to retire for a third time when I
reached that ripe old Social Security age of 62.
Finally I am able to devote all my time to my first love -
mystery writing. Have written six novels so far, the last one coming off the
presses late July.

Latest Dream-Flight news:
Fund-raising efforts are underway consisting of golf-tournament,
also operating sight-seeing flights this week-end using the CF-TCC airplane.
The Dream-flight is scheduled for September the 30th on an airbus.
Active employees had enough help not to use the Pionairs.
Hopefully for the actual flight we get involved.

This year's local ACRA Golf Tournament takes place at Ken-Wo Golf Course in
Kentville, Nova Scotia, on July 15th, with a 1 pm Shotgun Start.

Halifax played host to the System Art Show June 6th.
The System Soccer Tournament will take place on the Halifax Commons
September 10th through 12th.
DIRECTOR'S REPORT
At the District Directors Meeting, prior to the Pionairs AGM held in Toronto
in mid-May, a number of issues were reviewed.
To ensure that our organization receives the commissions from travel bookings
made through CITL and Dargel Travel, please mention your membership in
Pionairs. The 1% commission is also paid on bookings involving friends or
relatives travelling with you.
A Herculean effort over the past year by Don Demaza and Bob Robbins and their
supporting team has produced a superb "AIR CANADA PIONAIRS TRAVEL GUIDE".
This most comprehensive guide will have one final update on June 19th.
Printing and distribution to all Pionairs will take place in late summer or
early fall. A draft copy of the guide will be available at our meeting on
June 3rd.
The National Executive has completed a detailed revue of potential sites for
the 1999 AGM. The most cost-effective location is the Sheraton Wall Hotel in
Vancouver. The confirmed dates are April 25-26-27, 1999.
Pionair members residing in Cape Breton have expressed an interest in
organizing a separate Pionairs district. Steps have been taken to bring this
about and, to quote General John Cabot trail, "Down with the Causeway!"
A meeting has been arranged in St. John's for Tuesday June 16th to consider
the creation of a similar separate district in Newfoundland.
It will be held at noon in My Better Half Restaurant, 193 Kenmount Road,
St John's.
John Cavill has agreed to represent our district on the system Archives
Project. If you have any AC memorabilia which you would like to lend or donate,
please give John a call at 902 435-5215.
