Air Travelers Security Charge for Canada (ATSC)
Ticket Code: The ATSC will be identified on tickets with the code “CA”
Definition:
Charge introduced to fund cost of new security measures introduced or to be
introduced subsequent to September 11, 2001 events.
Unless listed in “Exemptions” below, this fee applies to:
Ø Each enplanement in Canada
Ø All travel (including all personal travel, travel for commuting
purposes
and
personal travel where pass service charges have been waived)
Ø Employees travelling on incentive/prize passes
Ø Personal and parent/partner passes which are payroll or pension
deducted
Ø Reduced rate tickets and service charge pass tickets issued by AC
ticketing
locations
Ø Personal and/or business travel on flights operated by Tier III
carriers
(Air Georgian, Calm Air, Central Mountain Air) and all other airlines.
Tickets Issued to Canadian Payroll Employees/Retirees and their
parents/partners:

Application of GST/HST/QST to “CA”:
GST/HST/QST is applicable to “CA” where the GST/HST/QST is applicable to the
fare (or would be applicable if an amount was payable for the fare):
$11.22 + GST = $12.01, $22.43 + GST = $24.00
$11.22 + HST = $12.90, $22.43 + HST = $25.79
$11.22 + GST + QST = $12.91, $22.43 + GST + QST = $25.80

Passenger Civil Aviation Security Fee for the United States
Code of the fee on a ticket: “AY”
Definition:
Fee introduced to fund cost of new civil aviation security measures implemented
in the United States as a result of the 11 September 2001 Terrorist Attacks.
This Fee Applies to:
Ø Each enplanement in the United States
Ø All travel (including personal travel and commuting travel) not listed
in exemptions below.
Ø Personal and parent/partner passes which are payroll or pension
deducted
Ø Reduced rate tickets and service charge passes tickets issued by Air
Canada ticketing locations
Effective Date:
For tickets issued and travel on/after 01 February 2002
Amounts:
USD $2.50 per US enplanement to a maximum of USD $5.00 one way or $10.00 per
trip
Exemptions:
Ø Air Canada/Air Canada Jazz/Tier III employee travelling on Company
business travel on Air Canada/Air Canada Jazz/Tango/Jetz and Tier III operated
flights (including crew duty travel)
Ø Infants travelling on parent’s ticket, for whom no seat is issued
